THE APOSTOLIC SPHERE These guidelines set forth the relationship that exists between the apostle of God appointed to rule within this given sphere of ministry and other five-fold ministers (Ephesians 4:11) within this ministry sphere who are under his apostolic authority. The purpose in the development of these guidelines is to establish clarity and singleness of mind for persons within the apostolic sphere of Covenant Global Church. UNITY Each apostolic sphere within Covenant Global Church is a spiritual family within the worldwide Body of Christ. Its success depends greatly upon those within the sphere to recognize and respect this family concept. Each individual minister functions as a separate and unique ministry operating within his/her anointing(s) given by God; however, there is always that sense of belonging to the larger spiritual family. Ministry is always with the larger picture in mind and preservation of that unity is of utmost importance. Ministers within this sphere are in a good place. They are in a safe place, under the covering of the office of the man of God. They exist as a part to the whole, not as a stand-alone ministry without support and strength; these come from a larger group of co-laborers as well as the apostle himself. The apostolic sphere is indeed a powerful spiritual entity. The tie by each member-church to the apostle of God is relational. The bonds that bind them together are love, not regulations and rules. Guidelines are useful and necessary but these are not intended to displace or augment the Holy Word of God. The idea can best be understood as one sees the relationship the apostle Paul had with those under his authority like Timothy and Titus. These men recognized Paul as a spiritual father, and such is the apostle of the Lord to those God has assigned to them. This relationship is intimate. It is strong. It is enduring. It is covenant. BIBLICAL ORDER The office of apostle carries with it a pronounced anointing to govern. The act of governing within the church often involves placement of elders and other leaders through whom God will carry out His plan. In Titus 1:5 the apostle Paul instructs young Titus to, “…set in order the things that are lacking and appoint elders in every city.” This directive reveals to us how the office of apostle operates with regards to the local churches within his measure of sphere. He (or his appointed representative) spiritually surveys the church/ministry and takes whatever measures are necessary to set things in order; in other words to fix what is broken or unproductive and add that which is missing. The goal is always to fulfill the perfect will of God for that church/ministry, to build up and mature, not to tear down or destroy. The concept of setting things in order may mean several things. First of all, it may mean helping to fix inter-personal problems within a church. It may be helping to solve some administrative logjam that needs the wisdom of God applied to it. It could be an elder or pastor or other leader in need of counsel or guidance or correction. Or, it may involve ruling on some doctrinal issue that has caused a rift in the body. In any case, it is applying the Word of God to the situation under the powerful anointing from the apostle through the direction of the Holy Spirit. It sets in order things needing changed. Let us define “set in order.” It means to set in place according to God’s divine plan. It is the responsibility of the apostle to discern the will of God and to carry it out. As this is done, things operate smoothly and productively. AUTHORITY God is a God of order. He assigns certain ones to lead certain areas of ministry within the church as per His divine plan. Just as the pastor has a divine assignment to lead a local Church, so does the apostle over his apostolic sphere. The apostle is the overseer or the bishop of this spiritual territory and He lovingly leads under a divine mandate. Ministers who operate within the sphere recognize the calling of God on the apostle to be the first among equals, or the ruling elder. Each family member willingly submits to the divine authority the apostle stands in, understanding it is delegated to him from God, for all authority exists because of God. The apostle’s anointing is not more important than the other offices of ministry, it is however different and its purpose is unique. The apostle is called by God to pastor the pastors, evangelists, prophets and teachers. To use a phrase with which we can identify, let us say there is a chain of command within the sphere. Jesus is the Head of the church and He is therefore the top of that chain. He appoints His apostle to be the leader and commissions him within this sphere. Even though men are used to form this chain of command, it is the Word of God that is carried along the chain that dictates how it is used and what it is used to accomplish. We have confidence in the Word that follows the chain of command and therefore all willingly submits to it. Submission is therefore a matter of obedience to God Himself rather than to mere men. As we trust God’s order within this sphere and His word that governs it, we willingly submit and reap the rewards of doing so. Spiritual authority always follows the written Word of God and is clearly supported by it. It is never to be used to promote personal advancement nor selfish desires of the one in authority. Spiritual authority always seeks to glorify Jesus Christ the Head of the Church; it will therefore be consistent with His teachings, His life, and His ministry. Spiritual authority always has as its goals the fulfillment of the will and plan of God for that sphere of ministry and for the well-being and advancement of the individuals under authority. LATITUDE TO OPERATE Individual pastors and ministry heads within the apostolic sphere are viewed as anointed men and women of God. We recognize and respect the anointing of the Holy Spirit on each and readily accept the call God has on their lives as valid. For this reason, each minister is given wide latitude in ministry and in leadership of his/her respective realm of ministry. Each minister is released fully to follow the voice of the Lord in internal affairs and functional leadership and to operate within his/her ministry gift. The task of the apostle is to augment the Kingdom labors of the ministers, and to act as a strength and support for them. His task does not include handling the day-to-day affairs within their ministry, but rather depends upon the anointing they carry to do such things. The apostle’s actual involvement in the affairs of a church or ministry is always under the guidance of the Holy Spirit and may be initiated by one of three ways: a) The Spirit of God may initiate directly to the apostle his involvement at any given time. b) The apostle may because of observation or knowledge take the initiative and approach the minister to offer guidance, counsel, or even correction as the need may arise. c) The leader of the ministry may ask for assistance from the apostle. Regardless of how the apostle’s involvement is initiated the goal is always the same and that is to fulfill the will and plan of God for that church or ministry and thus for the apostolic sphere as a whole. The minister is wise to call upon the apostle for help and for guidance. God has set in place for him/her a spiritual father who can assist, not just because of years of experience and knowledge but with the apostolic anointing he carries. Through close and continual contact with the apostle the individual minister and his/her ministry remains stronger and more focused, and the apostolic sphere remains unified and coordinated. PUBLIC RELATIONS Individual churches will publicize their alignment with Covenant Global Church according to the following example: SOCORRO COVENANT GLOBAL CHURCH LOCAL CHURCH STRUCTURE The structure of the local church is the governance of it. The structure is an important consideration in that it can either augment or hinder the move of the Spirit and therefore the advancement and growth of the church is effected. Traditional forms of local church government for the most part have proven ineffective and cumbersome; we do not follow that path. The structure is simple and dynamic. ELDERS. a. Elders are ordained fivefold ministers who govern the body. b. The pastor is the ruling authority within the Eldership and is the respected head of the local body. c. Elders are set in position by apostolic assignment; not by common vote. DEACONS. a. Deacons are servants designed to help with the physical aspects of the local church. b. Deacons are ordained by the elders; not by common vote. c. Deacons are accountable to the pastor and to the eldership of the body. SAINTS. a. The individual members of the local church family comprise the body. b. Each person is highly valued and specially anointed by God for Kingdom service. c. Their functions include duties within the church besides being ambassadors for Christ in the world. MUTUALITY The apostolic sphere is a family. The individual family members depend upon one another in many ways; this is called mutuality. The concept of mutuality is central to a covenant relationship. Mutuality is a glorious thing to behold. It is graphically portrayed in the Acts 2:42-47 as we see in the Jerusalem church the saints of God living in harmony and unity as one. This concept of mutuality is further expanded for our benefit of study in II Corinthians 8 as there we see churches that lovingly provide and supply for one another. The resources and assets within the sphere belong to everyone within that sphere. As a need arises in one church or ministry, the other churches and ministries rally to its aid and supply what is missing. The primary vehicle for mutual support comes from the tithes the member churches pay to the sphere. The key to mutuality is to possess a wider view of ministry than one’s own church or ministry assignment. As we view our role as integral to a larger arena of Kingdom service, mutuality is a natural result because we take personally the well being of all others within our sphere. Mutuality is an important contributor to the sphere remaining healthy and strong. FINANCIAL CONSIDERATIONS All monies that flow into Covenant Global Church or any one of its churches or ministries are considered holy unto the Lord. Faithful and diligent stewardship of all tithes and offerings is required by every pastor and/or ministry leader. Stewardship and accountability on the part of pastors and ministry leaders is expected. Ministers who look to the apostle as spiritual father are responsible for his financial well-being. The means by which this responsibility is carried out is through their personal tithes which are paid to the apostle. The biblical principle is that the tithe retraces the line of authority; therefore, the apostle receives tithes from those under his spiritual authority. Churches and ministries within CGC also practice faithful tithing at the corporate level. The principle of tithing includes the corporate tithe from the ministry or local church and is paid into Covenant Global Church in order to enable the ministry to carry out its functions of oversight and service to the servants of God. In this way, the plan of God can always be fulfilled. PERSONAL CONDUCT AND CHARACTER The man or woman called by God to lead His people must be saints of the highest order in personal conduct and character. The Bible notes that elders are judged by a separate and higher standard; therefore, Covenant Global Church pastors and ministry leaders will be measured accordingly. A godly life, uncompromised integrity, a pleasant disposition, and a countenance that portrays the nature of Jesus must characterize every CGC pastor or ministry leader. Gross personal or sexual misconduct is grounds for discipline. The ruling apostle shall administer such discipline. VACANCY OF A PULPIT It may become necessary for the apostle to step in to assist with the process of filling a pulpit after the death or departure of a pastor. With the assistance of other elders within that local church and from within the sphere and through the guidance of the Holy Spirit, a successor will be submitted to the National Bishop for review and installation. CESSATION FROM THIS APOSTOLIC SPHERE This sphere of ministry is birthed by God and built on the principles of covenant. For this reason, whatever God has created we must go to great lengths to preserve and continue. This apostolic sphere and every church, minister, and ministry within it are important to God’s overall plan. This is why separation from this sphere by a church, minister, or ministry fundamentally violates the unity of our covenant and therefore violates the will of God and hinders His plan for Covenant Global Church. For that reason, it is not advisable to pursue cessation. If a church, a minister, or a ministry desires to separate from this apostolic sphere, the apostle shall in coordination with the National Bishop determine what the relationship was that existed prior to involvement with Covenant Global, Inc., Covenant Global Church, or Randy Barnett Ministries. Every reasonable attempt shall be made to reinstate that entity to its previous status. The separating church, minister, or ministry shall be restored accordingly. There are two possibilities with regards to churches and ministries in this matter: a) The church or ministry was in existence prior to its involvement with this apostle and it will therefore be allowed to separate as a functioning ministry fully intact. It will be returned to its independent status. Love shall prevail in its departure and those involved shall leave with our blessings and prayers. b) The church or ministry was birthed by CGC and will therefore remain intact as a church or ministry under this apostolic authority. In that case the individual person(s) may freely separate who choose to do so but all assets both real and intangible remain with CGC and with the CGC church or ministry. All rights to the church or to the ministry both present and future, the corporate name and seal, the legal status and letters of determination, and all other property of the church or ministry shall remain with CGC and within that apostolic sphere in order for the will of God to continue. Cessation by an individual fivefold minister. Any individual pastor or ministry leader is allowed to separate from CGC. All CGC ministry certificates, documents, and/or other evidences of involvement with Covenant Global, Inc., Covenant Global Church, Randy Barnett Ministries, or one of its subsidiary ministries or predecessors shall be returned immediately to the ruling apostle. Those who separate from CGC agree to refrain from publicly portraying themselves as aligned or affiliated with this church in any way. Love shall prevail in the departure and the departing man or woman of God shall leave with our blessings and prayers. INTERVENTION Intervention is the means by which the apostle steps in to assume leadership of a church or ministry. Intervention is the worse case scenario; it only happens as a last resort, and then only after much effort has been expended to solve the problem with the pastor or eldership of a local church or the leader of a ministry. It is good to point out that intervention is the result of the man or woman of God disqualifying him or herself. The need for an intervention occurs because of choices made by the minister. The apostle responds by the direction of the Holy Spirit. In Paul’s directive to Titus to appoint elders in every city, there is an assumption made that is unspoken but yet very real. Those appointments could have involved first of all the removal of elders who were already in place and who had disqualified themselves for whatever reasons. Such removals are a form of intervention. Intervention is therefore one of the tools through which the purity of God’s plan is maintained. Intervention is possible only after the ruling apostle counsels with the National Bishop and they prayerfully and biblically determine the appropriate course of action. The ruling apostle does not have the authority to unilaterally remove a pastor or other ministry leader apart from written approval by the National Bishop. REVOCATION OF CREDENTIALS Certificates of ordination and license are issued in good faith to individuals who have demonstrated certain biblical qualifications and who are called of God to one of the fivefold ministry offices. Another very important qualification is the kindred spirit test. This test is that inner sense of identification and oneness with another person. It is the Holy Spirit’s inner witness that spiritual compatibility exists and that covenant relationship is possible. There must be a kindred spirit if true apostolic relationship is to thrive. If any of these qualifications comes under question and is apparently absent, a review of the apostolic relationship occurs in order to determine if it should continue. The apostle under the guidance of the Holy Spirit carries out this determination process. In the event it is determined that the minister should be restored, it is the task of the apostle to assist in this process of restoration. Depending upon the situation, the minister may be asked to step away from his/her assigned ministry post for the duration of the restoration process or a part thereof. This is a coordinated decision made by the ruling apostle and the National Bishop. In the event a minister refuses correction and/or restoration or in some other way resists spiritual authority, he/she will be removed from service immediately and a revocation of ministry credentials will then take place. He/she must immediately relinquish possession of all ministry certificates and documents and must refrain from any future attempt to publicly align him or herself with this sphere of ministry or with the church or ministry to which he/she was formerly assigned. Revocation of ministry credentials is a serious matter therefore only biblical grounds for dismissal are grounds for revocation. The possible reasons for revocation of ministry credentials are: a) heresy, b) Gross personal or sexual misconduct, c) Willful and blatant insubordination to spiritual authority. APOSTOLIC SPHERE DEVELOPMENT ORIGINATION. The basic premise of the apostolic sphere is that local churches and Christian ministries** should be under the covering of an apostle and thereby enjoy the benefits associated with a close-knit family. The apostolic anointing is necessary to insure the total success of churches and ministries because it is the means God created for oversight of His Church. When there is the proper covering, things go much better and far more can be accomplished and with greater ease. The intent of Covenant Global Church is to raise up a new generation of churches and ministries that will help to fulfill the Master Plan of God for His Church on the earth. Churches and ministries can originate into CGC in one of two ways: a) The church or ministry can be birthed by CGC. 1) The Pilot Program utilizing the MIT method of minister preparation will be our equipping mechanism for our new pastors. b) Existing churches or ministries can transition into the sphere. There are four primary areas we will focus on in this transition: 1) Agreement on the fundamental doctrines of the Christian faith. 2) The dynamics of an apostolic sphere. 3) Local Church headship / leadership. 4) Congregational assimilation into the apostolic model. NOTE: Regardless of how the church or ministry originates, each one enjoys equal status in the sphere. ** “Ministries” are defined as non-profit entities that are not churches per se but their purpose and vision is for the advancement of the Kingdom of God. They are led by a CGC licensed or ordained minister. Examples of this type of ministry are itinerant teachers or prophets or evangelists, Bible Colleges, seminaries, missions organizations, evangelistic associations, schools, medical clinics, food distribution centers, farms and ranches, media ministry, publishing, etc. COVENANT GLOBAL CHURCH -Statement of Faith- 1) We believe in one God who is eternally existent in the Father, His Son Jesus, and the Holy Spirit. God is the Creator heaven and earth. 2) We believe Jesus is the only begotten Son of God. He was conceived of the Holy Spirit, born of the Virgin Mary, was crucified, died, buried, was resurrected; He ascended into heaven, and is now seated at the right hand of the Father. Jesus is truly God and truly man. We believe in His personal return to the earth to receive His Bride – the Church. 3) We believe in the present-day work of the Holy Spirit in and through born again believers. We receive the power of God through the baptism in the Holy Spirit. We believe in the baptism in the Holy Spirit, in speaking in tongues as the Spirit of God gives utterance, in the gifts of the Spirit, and in the evidence of the fruit of the Spirit. 4) We believe in salvation by grace through faith in the shed blood of Jesus Christ and in the forgiveness of sins. 5) We believe in sanctification through the Word of God and by the Holy Spirit, and we believe in personal holiness and in purity of heart and life. 6) We believe the Bible is the inspired word of God. It is without error and fully sufficient in all matters of life and godliness. 7) We believe and practice the two ordinances of the Church: water baptism and Holy Communion. 8) We believe that all born again believers in Jesus Christ comprise the Church. 9) We believe in the Covenant of God established through Abraham and completed through Jesus Christ for all who have been born again. We accept the benefits and responsibilities given by God to His covenant people as valid for the present- day Church. 10) We believe in eternal rewards. Those who have received the gift of salvation through Christ Jesus will enjoy eternal bliss in the presence of the Lord; those who have rejected the free gift of salvation offered by God will spend eternity in torment and separated from God. Covenant Global Church -Church Charter Agreement- Date ____________________ COVENANT PARTIES. This Agreement is between _______________________________________________, hereinafter referred to as the ‘member’ and Covenant Global, Inc. d/b/a Covenant Global Church, hereinafter referred to as ‘CGC.’ INTENT. By the signing of this Agreement the member and CGC hereto attest to their respective intents to form a lasting covenant relationship of the highest order that by this covenant the name of Jesus Christ might be exalted and His Kingdom advanced. This Church Charter Agreement is perpetual since it is a covenant relationship. TERMINATION. If either party hereto desires to terminate this Church Charter Agreement at any time it may be done with written notice. See “The Apostolic Sphere” guidelines, pages 4-5, for appropriate separation information, STATUS OF THE CHARTERED CHURCH.
